No it's not legal. This was not voted on and passed by the legislature. Also it is in direct violation of Title 18 section 243 of the United States Code "Deprivation of Rights Under Color of Law." A crime punishable by a minimum of 1 year in jail all the way up to the death penalty depending on the severity of the violation. Preventing people from going to the grocery store or exiting their homes is a very serious violation of that statute. Insley is an idiot if he thinks he can enforce his stupid edict.
